THE NEXT Conservative government would guarantee a rehabilitation place for every young drug addict in Britain, Iain Duncan Smith promised yesterday in a speech on crime. The Tory leader declared that tackling the link between drugs and offences would be the centrepiece of his partys “tough but tender” policy on the issue at the general election. Under the pounds 482m-a- year plan, the number of rehabilitation places for those hooked on heroin or crack cocaine would rise from just under 2,000 now to more than 20,000. While identifying hard drug use as a “conveyor belt” towards crime, Mr Duncan Smith said young users should be seen as “victims” of the drug barons and needed to be helped. In a speech in Leeds, Mr Duncan Smith also highlighted his partys pledge to put 40,000 more police on the streets to tackle serious crime but also combat vandalism, petty offences and antisocial behaviour.
STOCKTON — County supervisors on Tuesday approved cutting drug rehabilitation programs despite emotional pleas from a standing- room only crowd that the programs save lives and curtail violence. On a 3-2 vote Tuesday with Supervisors Dario Marenco and Steve Gutierrez voting no, supervisors decided that the financial burden to the county was too great. In fact, Cohen said that if the county continued running the programs, which are not state mandated, it could lose another $2.35 million by October.
Since the ADAs exclusion is narrowly confined to current users of illegal drugs, it does not apply to individuals who are dependent on alcohol. Under the ADA, an alcoholic is disabled, and therefore protected, provided that he or she is otherwise qualified for employment. Therefore, an employer cannot discriminate against an applicant or employee solely because of his or her alcoholism. Generally, a connection to performance or essential job functions must be established.Similarly, while the definition of illegal drugs includes legal drugs unlawfully obtained, the ADAs exclusion does not apply to individuals who become dependent on legally prescribed medication. For example, a person who takes morphine to control the pain caused by cancer is not using a drug illegally if the morphine is taken under the supervision of a licensed physician.

Economic growth is likely to slow in 2008 and 2009, as residential construction falls. Private consumption may decelerate, reflecting lower employment gains and tighter credit conditions. From a peak in late 2007, inflation should decline as demand pressures moderate. Growth decelerated slightly in the third quarter, although it remained at a still robust pace. Domestic demand growth edged lower, as consumption and construction, which have been the main drivers of the long running expansion, were less dynamic, while machinery and equipment spending remained strong, stimulated by buoyant corporate profits and robust foreign demand. As both exports and imports accelerated, external demand maintained its negative contribution to real GDP. After hovering around 2 1/4 per cent for the first half of the year, headline inflation has risen to 3.6%, significantly higher than the euro-area average, driven mainly by oil and food prices. Vigorous job creation has pushed the unemployment rate down to 8%. Nonetheless, real wage gains have remained moderate.
Economy powers ahead in 2006Q2 * While the continued buoyancy of domestic demand is not surprising, neither is evolution of inflation. July preliminary CPI figures show a rise of 4.0%, the same as the average rise in 2006Q2. With oil prices likely to remain at over $70pb over the short-term and domestic demand showing no significant signs of a imminent slowdown, competitiveness will continue to be eroded. * Continued growth could be threatened by any incipient collapse in property and asset prices, as well as by weakness in the labour market and the evolution of real wages. While high inflation means negative real interest rates, thus boosting corporate investment, at the same time a fall in real wages of 0.8% over the past year is forcing households to continue to take on debt in order to finance their purchases of goods. With no clear improvement in labour productivity, the current trends which exacerbate existing imbalances in the economy, will continue to put medium-term growth at risk.
Highlights and Key Issues * Evidence is mounting that Spain is set for a rocky ride because of the property crisis. We expect GDP growth of 2.3% this year - in line with the Bank of Spain - and for the housing market woes to weigh further on growth in 2009. Spains newly elected Socialist government has pledged to approve a euro22bn package of tax rebates and employment programmes to stave off the risk of recession. The government is in a good fiscal position and can afford to pass a large stimulus. * A further blow to consumer spending could come from higher inflation. CPI inflation rose to 4.5% in March, pushed by high energy and food prices. However, as demand moderates and the effect of energy prices slips out of the calculation we expect inflation to drop back in H2. However, it is likely to remain above 3%.

A strong earthquake in Alaska temporarily caused geysers to become not so faithful in Yellowstone National Park, says a study by a University of Utah and Yellowstone experts. Yellowstone is a gigantic volcano caldera with a geyser system covering many square miles. Heat from underground magma powers the hot springs, steam vents and 10,000 geysers. The report was carried in the June edition of Geology, the journal of the Geological Society of America. Authors of “Changes in Geyser Eruption Behavior and Remotely Triggered Seismicity in Yellowstone National Park . . . ” are Smith; Stephan Husen, a U. adjunct assistant professor of geophysics now at the Swiss Seismological Service, and Ralph Taylor and Henry Heasler, both at Yellowstone.

Innovation, because the designer development in Cala Llamp near Andratx, in the salubrious south-western corner inhabited by the beautiful likes of Claudia Schiffer, Pierce Brosnan and, er, Jaspar Carrott, is the first minimalist apartment block in Mallorca. But Alejando Von Waberer, the young Mexican architect in charge of turning Las Vistas rocky mount into a minimalist triumph, admits the site poses some additional challenges.

Thousands of cancer sufferers are being denied life-saving drugs because of delays and bureaucracy in making them available on the NHS. The hold-ups are a matter of life and death for desperate people who have been diagnosed with cancer of the breast, colon or lung, or with a brain tumour. Doctors are furious that drugs such as Avastin, which is used to treat colon cancer, and Ce-tuximab, a treatment for head and neck cancers, are being blocked by the National Institute for Clinical Excellence (Nice), a government-appointed quango set up to decide which drugs should be routinely prescribed on the NHS.
The study found that chick embryos exposed to alcohol had eight times the number of cancer cells than those exposed to saline. The alcohol-exposed embryos also developed larger, denser tumors.
C ANCER The scope of the problem in the United States is large. Some 1.2 million people were diagnosed with potentially fatal cancer in the year 2000. Of these, 59 percent were expected to live for at least five years (in some, the cancer may be continuously present for more than five years) with or without evidence of cancer. People of all ages, from birth to advanced age, can manifest cancer, making it the second-leading cause of death in the United States. In children cancer is unusual, but it has consistently been the leading cause of death from disease. As mortality rates from cardiovascular disease decline, the proportion of cancer deaths increases. It is anticipated that the mortality rate from cancer will surpass that from heart disease by the year 2050. Direct and indirect financial costs of cancer in the United States for the year 2000 were $178 billion.Developing countries represented 80 percent of the worlds approximately 6 billion people in the year 2000. In these countries, cancer has grown from a minor public health issue in the early 1990s to a rapidly expanding problem by the beginning of the twenty-first century. The emergence of a middle class, with attendant changes in lifestyle, increased longevity and exposure to potential carcinogens, and expectations of improved medical delivery systems have fueled the growing impact of cancer in the third world. The financial resources and socio-medical infrastructure needed to diagnose and treat, much less screen and prevent these cancers, are lacking in the developing world.

We live in Oklahoma and half the people here have pick-up trucks, Hollar said of the $125 to $150 an hour ride. A company in California custom-made the $80,000 vehicle that Hollar claims is the only one of its kind in the Oklahoma City area. Weve only had it for about 60 days. And its leased out at least every Friday and Saturday night and often during the week.
The company recently launched a national expansion effort, and now provides transportation in Boston, Las Vegas and Washington, D.C.

Here we highlight distinctions between forex cash and futures markets from a trading technique perspective. Forex trading is considered the juggernaut in the investment world with more than $3.5 trillion in currency trading taking place per day, according to the Bank for International Settlement. There is more daily volume in the forex market than in all of the U.S. stock or futures markets combined. It used to be, only very large players could participate in these markets. If small traders wanted to speculate on fluctuating exchange rates, their only option was forex futures. The maturation of the retail cash markets have not made forex futures obsolete, though. Quite the contrary, volume in forex futures traded electronically at the Chicago Mercantile Exchange is shattering records. Sometimes, similar markets compete and suck volume away from each other; other times, similar markets play complimentary roles, as spread and arbitrage strategies allow one market to feed off another. The continued success of forex futures is evidence that cash forex and forex futures fall into the latter category.
Currency traders face complexities and nuances come tax time. Cash forex can be an accounting nightmare and you face higher ordinary tax rates, unless you elect out of IRC 988 for 60/40 treatment. When it comes to trading in currencies, special tax rules apply. There are two distinct types of currency trading and each has profound differences in tax and accounting rules. Even before you start trading, figure out whether you are trading section 1256 or section 988 contracts.

keratoconjunctivitis, a severe form of allergic conjunctivitis.
Although nonhealing shield ulcers are a fairly rare condition, they
can be difficult to manage with conventional therapy, such the use of
steroid drops. The results showed the AM transplants promoted rapid
healing time and reduced scarring.According to Stephen Pflugfelder, M.D., Academy spokesperson and
Professor of Ophthalmology at the Baylor College of Medicine, in
Houston, AM transplantation offers a new modality for treating ocular
surface diseases. “In the case of cicatricial entropion repair, its
use speeds healing and may spare patients from the need to obtain
tissue from other parts of their bodies for grafting on to the back
surface of their eyelids,” he said. “Amniotic membrane also appears
to be an excellent material for promoting healing of inflamed or
damaged corneal tissue resulting from conditions such as non-healing
shield ulcers.”

Its a niche, Donnenfeld said, because a year into its launch SteriLid has generated $1.5 million in sales–small in comparison with other eye care products, but not so small when you consider that those are all incremental dollars. Thats the value of operating as a niche marketer, Donnenfeld said, identifying and developing products for conditions that may not have a satisfactory solution. The procedure takes one to three hours. Dr. Jochen will make incisions that follow the eyelids natural lines, in the creases of the upper lids and just below the lashes in the lower lids. Through these incisions, he removes excess fat and trims any sagging skin and muscle. The incisions are closed with very fine sutures.

At Edison Electric Institutes (EEIs) Annual Minority Business Development Seminar Trade Show last May, three shareholder-owned electric utilities were singled out for awards for their work with minority- and women-owned businesses. Cinergy garnered the Minority Business Development Chairpersons Award for innovation in MBD activities. Its corporate policy is internally focused, documents the involvement of senior management, and is regularly reevaluated and disseminated throughout the company. Cinergys processes assure that MBD opportunities are a focus of all levels of the organization, rather than merely the procurement area. Another Chairpersons Award went to PEPCO, which was also recognized for its corporate policy commitment by senior management and organization-wide activities. Collaboration among public and private entities led to the largest project yet in the Southpoint Commerce Park when Time Warner Cable announced plans to build a $20 million facility in the business park on Appletons southeast side. The cable giant is consolidating its nine area offices into the new project, which will bring Time Warner Cables 500-plus Northeast Wisconsin employees under one roof. Last fall, Time Warner announced plans to build a $20 million headquarters and warehouse on Appletons southeast side. The project includes a state-of-the-art 100,000-square-foot corporate building and a 20,000-square-foot warehouse. Both facilities are being built with expansion in mind. Construction has already begun on the project and employees will move in next fall. Time Warner, developer Plank Road Associates and the City of Appleton worked with the Wisconsin Department of Commerce to help secure $1,050,000 in Enterprise Development Zone Tax Credits for the project.

Hypnosis Fort Worth

Self Hypnosis
Of 79 men in whom clinical and laboratory examinations revealed no organic cause for their impotence; 20 men received testosterone, 21 received trazodone, 20 underwent hypnosis and 18 served as placebo controls. They were assessed by interview 4, 6 and 8 weeks after starting treatment: the patients reports were verified by interviewing their partners. Placebo men had a 39% improvement in sexual function v. rates of improvement in the testosterone, trazodone and hypnosis groups of 60%, 67% and 80%, respectively, none of which reached significance. COMMENT: Although the improvement was not statistically significant, probably because of the small numbers of subjects involved, the differences were wide, especially in comparison to placebo. Treatment with testosterone and trazodone could be used as an adjuvant therapy in nonorganic male sexual dysfunction, and hypnosis appeared to be the most superior to placebo. A more effective treatment may be obtained by combining these therapeutic modalities. Hypnosis, as I have noted before, continues to be markedly underused, and has great potential to engage and harness the inner pharmacy within each patient.

Money and Finance in the Age of Merchant Capitalism, by John Day. Malden, Massachusetts, Blackwell, 1999. viii, 165 pp. $29.95 U.S. (paper). The first essay, an outline of general trends in European monetary history from the middle ages to the industrial revolution, including inflation and the development of bank money, is pithy and engaging. Two other essays are specific studies of monetary problems in the economies of Venice and Sardinia, and there is a lengthy survey of the various problems different early modern states had in maintaining the mint standards of their respective metallic currencies. A general theme which surfaces in all of these essays is, as Day puts it, “the chronic instability of the metallic money supply” (p. 108) which became even more exacerbated in times of bullion shortage. Day provides plenty of evidence of the pressures this put on governments to engage in devaluation in attempts to counter the shortage of specie in the economy. In addition, he also shows that the huge, but very under-researched, social problem created by currency shortages, in the form of an extreme scarcity of reliable small change which could be used by the poor, was a general European phenomenon. Although the first essay provides an introduction to Days interests, it was not written specifically to introduce this set of essays and thus his position on monetary history is not explicitly stated. These essays show, however, that he clearly subscribes to the quantity theory of monetary history, although he does not address any of the criticisms which have been levelled against it. For Day, economic expansion was directly linked to the amount of bullion available to the European economy. Thus he sees the depression of the fifteenth century linked to a bullion famine in these years, while the subsequent economic expansion of the sixteenth century was caused by new mining and the influx of American gold and silver. He then sees a subsequent economic slowdown in the seventeenth century followed by a renewed growth in the bullion supply in the eighteenth century - permitting the industrial revolution. There was certainly an important relationship between money in circulation and economic expansion, but it is not such a simple tongue duree functionalism as suggested by Day. There was a third factor in the equation which was credit, and this did not inevitably expand proportionally in relation to the bullion supply, even though it was stimulated by an expanded circulation of the latter. Thus for instance J .R. Wordie has argued that, while much new silver may have come into England in the sixteenth century, it did not stay there because of the costs of foreign war and recurring trade deficits. But, despite this fact, credit increased dramatically. Along similar lines, customs revenues show that Englands import trade was expanding rapidly in the late seventeenth century, as her money supply shrank, partly to pay for such imports. This famously led to the great recoinage and the creation of the Bank of England, but it would be hard to characterize the 1670s and 1680s as a period of economic depression because of a shortage of bullion. The shortage did cause problems in the 1690s, but this didnt translate into an economic depression for the whole of the seventeenth century. Thus, any examination of the relationship between money and economic performance needs to take credit into account as a linked and equally important component in financial systems and should be looked at micro-economically in the short term because of the institutional nature of credit.

John and Wendy Cornwall begin the essays by outlining what they call an “evolutionary-Keynesian” analysis of capitalist performance (p. 11). They correctly note that economic change cannot be adequately analyzed within the neoclassical framework, which assumes a self-regulating system always tending toward a full-employment equilibrium. Their alternative stresses aggregate demand and its institutional determinants. It also stresses endogenous structural change and the impact of history upon capitalist development. Although the Cornwalls approach is promising, their brief description of how this applies to advanced capitalist nations is somewhat disappointing. Their explanation for the demise of the postwar “golden age” of high employment stresses both a wage-determination system driven by unions exercise of market power and the rise of labor militancy in the late 1960s and early 1970s; it is neither new1 nor convincing. A more comprehensive application of the evolutionary-Keynesian approach seems warranted, one bringing attention to other factors including corporate businesses practices, the rise of global competition, and the spread of financial fragility.

HP has responded to the trend for colour adoption in in-house marketing, with the recent launch of a suite of high performance LaserJets, OfficeJet all-in-ones and printers, and ScanJets - 17 new imaging and printing products in all.
After completing the acquisition of three commercial printing companies at the end of April, Teldon International became one of the largest printers in lower mainland British Columbia. This current success is ironic because when the company was founded in 1969, and for close to 20 years after, it didnt own a single press.In the 1980s, Teldons management began researching the printing industry. “We decided that a large part of our program was on printed paper, like calendars. We decided to manufacture it ourselves,” says Michael McAdam, general manager and COO of Teldon International. To begin its internal printing capabilities, the company purchased a sheetfed press in the early part of the decade, then a Miller 66 half web press in 1989. Even after this printing expansion, the company still did not consider itself a printer. The presses were only used to manufacture the printed promotional products in the Teldon line.”Weve always viewed our promotional product side as our primary business,” says McAdam.

Meridian Capital Group recently arranged $29,200,000 in financing for 29 West 35th Street, a 78,000 s/f office building that is currently 31% occupied. David Hayum and Rael Gervis of Meridians New York headquarters negotiated to secure a rate of 7.47% over a two-year term. The loan was over 95% of the purchase price. The company is based in New York City with additional offices in New Jersey, Pennsylvania, Maryland, Illinois, Florida, California, and Texas. Working with a wide variety of lenders, Meridian finances transactions ranging from $500,000 to more than $500 million for multifamily, co-op, office, retail, hotel, healthcare, self-storage, industrial, and construction properties. Nationally, Meridian reported more than 2,500 transactions in 2006, totaling over $17 billion.
The 19,582 s/f property was built in 2006. is currently 100% occupied and sits on 1.52 acres. The 10 year fixed rate loan with a 30 year amortization was arranged through one of iCaps trusted capital markets sources.
How often have you taken part in or overheard conversations that touch on the weighty issue of loan officer productivity? This concern for both lenders and managers has not diminished since this article was first published. These authors conducted an informal survey of their colleagues and discovered some very real examples of techniques to improve productivity on several levels. As always, much of this could have been said yesterday but was, in fact, said a dozen years ago. This change in roles has resulted in myriad new titles to describe that position–from commercial account officer to customer relationship manager. For ease of reference, we use the terms account officer, loan officer, and lender throughout this article. Despite these well-thought-out changes in roles, frustration has increased about the internal workings behind the lending process. Internal processes need to be examined so that account officers can minimize the time spent on peripheral activities and concentrate on developing the customer base efficiently.
